THIYYA OF MALABAR

After the implementation of Mandal Commission Report, 27 per cent reservation has been provided to the Other Backward Communities for job reservation and reservations in educational institutions. The Hon'ble Supreme Court of India later ruled that the creamy layer among the OBCs should be exempted from such reservation. Resultantly, the Government is fixing the income limit from time to time and those with higher income are considered as creamy layer. Schedule caste has 15% reservation. Many castes are included in the list of Scheduled Castes. Similarly, for administrative convenience, the Ezhavas (seen in Travancore areas), Thiyyas of Malabar and Billawa castes have been brought under one group and prescribed 14% reservation to this group. In short they are called ETB.
